Testing Program Management

DOT Drug & Alcohol Testing Made Easy

FMCSA drug and alcohol testing compliance is complex and the penalties are severe — up to $7,500 per violation. We manage your entire testing program from random pool selection to Clearinghouse reporting.

01

DOT Drug and Alcohol Testing Requirements

Under 49 CFR Part 382, all motor carriers must maintain a comprehensive drug and alcohol testing program for drivers operating commercial motor vehicles requiring a CDL. This isn't optional — it's a federal requirement with severe penalties for non-compliance.

The required testing categories include pre-employment drug testing before any driver operates a CMV, random testing throughout the year (minimum 50% of drivers for drugs, 10% for alcohol), post-accident testing following qualifying accidents, reasonable suspicion testing when a trained supervisor observes signs of impairment, return-to-duty testing after a positive test, and follow-up testing as prescribed by a Substance Abuse Professional.

Additionally, since January 2020, carriers must query the FMCSA Drug & Alcohol Clearinghouse before hiring any driver and conduct annual queries for all current drivers. This database tracks positive tests, refusals, and return-to-duty status across the entire industry.

How SELAM Manages Your Testing Program

Our testing program management is truly hands-off for you. We handle every aspect of your DOT drug and alcohol testing compliance from start to finish.

We maintain your random testing pool and conduct computer-generated random selections at the required rates. When a driver is selected, we coordinate the testing appointment at a certified collection site convenient to the driver's location. Results are reviewed by a Medical Review Officer (MRO) and reported to you confidentially.

We manage all Clearinghouse queries — pre-employment, annual, and in response to incidents. We maintain all required records, including chain of custody forms, MRO reports, and Clearinghouse query results. And we prepare your annual MIS (Management Information System) report for FMCSA if required.

03

What Happens When There's a Positive Test

A positive drug or alcohol test triggers a specific process that must be followed exactly. The driver is immediately removed from safety-sensitive duties, and the result is reported to the Clearinghouse.

SELAM guides you through every step: providing the driver with a list of Substance Abuse Professionals (SAPs), tracking the return-to-duty process, coordinating return-to-duty testing, and managing the follow-up testing schedule prescribed by the SAP. We ensure your compliance at every stage while handling this sensitive situation with the confidentiality and respect it deserves.
